Chapter 43D Priority Development Site: Sam Park & Co.

Sam Park acquires 90-acre Cisco property in Littleton. Sam Park & Co. of Boston, MA announced on August 31, 2011 its purchase of the 90-acre Cisco Systems site in Littleton, Massachusetts. Read press release,

Sam Park & Company Announces Purchase of 90-Acre Cisco Site in Littleton; Parcel primed for 640,000 square feet of commercial use; deemed priority development site by town.  (8/31/11 – Boston)  Long-stalled hopes for a site considered crucial to Littleton’s economic development were revived upon the announcement that Sam Park & Company, in partnership with Morris & Morse Company of Boston, has acquired a 90-acre parcel previously owned by Cisco Systems.  Sam Park & Company closed on the sale today. “This is an incredible opportunity to create jobs and bring tax dollars to Littleton,” stated Samuel Park, President.  “With permits in place for 640,000 square feet of office space, this is a great location for commercial development.  We look forward to working closely with the town and community to create a development that brings the most benefit to the area.” Located at Exit 31 on Interstate 495, the site is one of two Priority Development Sites, along with IBM's MassLab software campus, that Littleton has designated for expedited permitting under Chapter 43D.  A multi-year planning process culminated in the town’s approval of the Littleton Common village zoning and overlay district, paving the way for the property’s sale and future development. “The Town of Littleton is delighted to welcome Sam Park as a partner to help implement Littleton's goal of economic development consistent with community character,” stated Keith Bergman, Littleton Town Administrator.  “The Cisco site is a centerpiece for carrying out our town’s vision for economic development while strengthening the adjacent village center.  Our town officials look forward to working with Sam Park as he develops his specific plans for that site, including retail and other amenities that will benefit the town." With access to both I-495 and Route 119, the Cisco property boasts an ideal location for commercial development.  It is also fully permitted.  Park plans to update the site’s infrastructure to make it “pad ready,” or brought to a buildable development stage, over the next year.

MassWorks Infrastructure Grant Application - UPDATE 9/13/11 - The Board of Selectmen voted to authorize the submission of a grant request and acceptance of grant funds under the MassWorks Infrastructure Program for the Route 119 (Great Road)/I-495 Interchange Traffic Mitigation Project.

  • The proposed project includes widening of Route 119/Great Road from one lane in each direction to two lanes in each direction (3,600 feet); reconstruction of existing sidewalks (approximately 3,000 feet) to current ADA standards; addition of 3 signals: Intersection of I-495 Northbound Ramp and Great Road; Intersection of I-495 Southbound Ramp and Great Road; and the Intersection of Constitution Drive and Great Road; addition of dedicated turn lanes at critical intersection locations; controller reprogramming and re-striping of the King Street/Great Road Intersection to coordinate with the other 3 signals as necessary; associated storm drain upgrades – approximately 1,200+/- feet of drainage pipe and drainage structures; addition of a new water main to serve the additional domestic and fire capacity necessary for development and to provide redundancy in the town’s distribution system.
  • The improvements were outlined in the Chapter 43D transportation study the Town commissioned in 2009, which was the subject of a joint public meeting of the Selectmen and Planning Board held on April 13, 2009.

Located at Exit 31 on Interstate 495 in Littleton, Massachusetts, the 90-acre Cisco Systems site is one of the Town of Littleton's two Priority Development Sites designated for expedited permitting under MGL Chapter 43D by the November 5, 2007 Special Town Meeting.

The Cisco Systems site is located in the Littleton Village Overlay District West - Beaver Brook Area (Area B), approved by the May 3, 2010 Special Town Meeting.

 

 

Littleton Common Village Zoning Overlay District (Area B). May 3, 2010 Special Town Meeting voters approved Article 5. Zoning: Littleton Village Overlay District West - Beaver Brook Area (Area B), by a vote of 153 to 38. Read the results of the Special Town Meeting. Attorney General approves zoning by-law amendmentsThis establishes an Overlay, which is added “on top” of the “regular or underlying” zoning. The Overlay is optional, at the developer’s choice. If the Overlay is used, additional design guidelines must be met in exchange for additional uses. If not used, the underlying zoning controls. This zoning amendment helps to accomplish the community’s goals by providing more flexibility for development or re-development, and more uses available for industrially-zoned land. While the Overlay is optional, it does require a Special Permit from the Planning Board. Area B includes the IBM and Cisco Systems sites, both designated as PDS sites under MGL Chapter 43D.  During the multi-year public planning process, community members came up with their own lists of what they'd like to see at Littleton Common to build upon IBM's siting decision there and to promote economic development consistent with community character. That list was remarkably similar to IBM's list of amenities it hoped to have in its host community-- hotels, restaurants, and high end retail. The Cisco site is the centerpiece for carrying out that vision while also strengthening the adjacent village center.

Cisco Systems site approved as Chapter 43D Priority Development Site. The Commonwealth’s Interagency Permitting Board approved the Town of Littleton’s expedited permitting application under MGL C.43D and designated the Cisco Systems site on Great Road (Map R18, Parcel 1-2) as one of Littleton's two Priority Development Sites for expedited permitted. The other Priority Development Site is 550 King Street (Map U8, Parcel 10), the “IBM” MassLab site. Littleton's November 5, 2007 Town Meeting had designated both the IBM and Cisco sites as Priority Development Sites.
