Economic Development Strategy and Action Plan. On January 8, 2008, the Board of Selectmen voted to approve a contract withthe Metropolitan Area Planning Council (MAPC) for a scope of services to undertake the economic development strategy and action plan exercise (with $25,000 funded by the 11/5/07 Town Meeting) and the expedited permitting process ($20,000 funded by a grant from the state's IPB).

IBM, Cisco approved as Priority Development Sites. The Commonwealth’s Interagency Permitting Board has approved the Town of Littleton’s expedited permitting application under MGL C.43D and designated two Priority Development Sites (PDS) in Littleton: (1) 550 King Street (Map U8, Parcel 10-- the “IBM” site owned by National Development) and (2) the Cisco Systems site on Great Road (Map R18, Parcel 1-2). The 11/5/07 Town Meeting had designated both properties as Priority Development Sites. See the expediting permitting procedures adopted by the Board of Selectmen on December 8, 2008. $100,000 in Grant Funds approved. In votes taken on December 13, 2007 and February 13, 2008, the Interagency Permitting Board also approved $100,000 in grant funds for the Town's implementation of expedited permitting. $20,000 is being used to fund services from MAPC as the Town's expedited permitting/ planning consultant; $30,000 for 18 months of increased Town staffing; and $50,000 to undertake transportation analyses of the IBM and Cisco Sites.

Economic Development Steering Committee. The approved scope of services provides that MAPC is engaged as a planning consultant/facilitator to work with a Steering Committee of Town board/staff representatives on the economic development and expedited permitting projects. "Participants in this Steering Committee shall include, but may not be limited to, town boards and commissions such as the Board of Selectmen, Finance Committee, Planning Board, Board of Health, Conservation Commission, Zoning Board of Appeals, and the Historical Commission, as well as town employees such as the Town Administrator, Town Planner and Town Department Heads (e.g., Fire, Police, Water).

Community Snapshot - Littleton ... Boston Globe October 7, 2007 ... The brainiacs are coming, and this town hopes they inspire others to do the same. IBM, the computer and software company, is consolidating about 3,400 of its software writers at the former Hewlett-Packard site on King Street and in neighboring Westford. Littleton's new town administrator . . . said a top priority is to rejuvenate commerce in the town, with its enviable access to both Interstate 495 and Route 2. "I think its a jewel and it's going to be a very exciting place to be," Bergman said of Littleton. "We are looking at IBM relocating here and the buzz that that brings as being a very positive sign for the future of town."
