voted to execute a revised Memorandum of Agreement to implement in Littleton for the benefit of its seniors “best practices” for councils on aging endorsed by the Massachusetts Executive Office of Elder Affairs. The agreement incorporates these statements identifying roles consistent with those best practices: 

Council on Aging (COA) – Acts in an advisory capacity; focuses on identifying the needs of the senior population; educates the community on the issues, advocates on their behalf and recruits active members of the COA. The COA does not direct the director, or appoint the director or staff. 

Chairperson of the COA – Facilitates meetings and the work of the COA and serves as liaison between the COA and the Director. The COA Chairperson does not direct the director. 

Director of Elder & Human Services – Manages day-to-day operations, supervises staff, and develops programs to meet COA objectives. Acts as liaison to the Friends of the COA. Works with the Chairperson to develop meeting agendas. 

Town Administrator – The Town Administrator appoints the Director subject to approval of the COA and the Board of Selectmen. There would be a search committee convened by the Town Administrator with representation from the COA. Finalists would be brought to the full COA for interview and a vote of recommendation to the Town Administrator. Town Administrator supervises the Director and approves the director’s appointment of staff.

By that agreement, the Board of Selectmen has inserted onto the May 6, 2013 Annual Town Meeting warrant an article to so amend the Town Code.

Town Code Chapter 15 COUNCIL ON AGING[HISTORY: Adopted 6-5-1972 Special Town Meeting, Art. 4; amended in its entirety 5-7-2012 ATM, Art. 22.] 
§ 15-1. Membership, terms. 
There shall be a Council on Aging pursuant to MGL c. 40, §8B, which shall consist of eleven (11) regular members appointed by the Board of Selectmen for three-year overlapping terms so arranged that the term of at least two members shall expire each year.

Friends of the Council on Aging

The Friends members are in charge of fund raising for the Littleton Council on Aging. If you wish to contribute to this fund please send donations to The Friends of the LCOA, c/o Treasurer, Box 132, Littleton, MA. 01460. Funding is used for senior programs and to fill Outreach requests. 

The Friends manage the Thrift Shop to raise funds for the COA. The shop is located on the 2nd floor of Town House and is open 10 – 3, Monday – Friday

Meetings are held at 1 p.m. in Town House Room 233, the first Wednesday of each month.
