Official meeting minutes will be posted when approved by the Board. | July 28, 2008 Board of Selectmen Meeting Summary 1. Interviews: Community Preservation Committee at-large applicants -vote, pursuant to §14-1 of the Town Code to appoint four at-large members to the Community Preservation Committee, as follows: Jef Feehan and Doreen Morse for terms ending June 30, 2011; Mit Wanzer for a term ending June 30, 2010; and Finance Committee member Elliot Putnam for a term ending June 30, 2009. 2. Read Mail/Sign Warrant - Town Counsel opinion letters that Park & Recreation Commission has care, custody, and control of Fay Park and Long Lake recreational area, thus controlling their use. TA, Police, Fire, Highway to meet with PRCE to adopt use regulations which address public safety issues. - Town Counsel opinion letter that Permanent Municipal Building Committee has contracting authority over any construction project unless Town votes otherwise or the Board of Selectmen directs otherwise under Town Code §13-20. 3. Police Dispatcher Appointment - vote to appoint Bradford Busteed of Lowell, Massachusetts to a position as a part-time dispatcher for the Littleton Police Department. 4. Public Input - Barking Dog - ZBA - have Town Counsel investigate the circumstances of the Barking Dog application to the Zoning Board of Appeals. (Planning Board votes on Site Plan on 8/6/08) - vote to instruct the TA to request that all Town boards post all of their public hearing notices at the Town's website, in addition to whatever newspaper notice requirements are. 5. Historical Society – Houghton Memorial Building Roof Repairs – BoS commits to the Town restore/replace the existing slate roof for the Houghton Memorial Building; TA & AAFB to develop a proposed funding plan for the Board’s consideration 6A. Approval of Appointment of Town Treasurer - vote, pursuant to Section 3A of the Department of Finance and Budget By-law, to approve the appointment by the Town Administrator and Assistant Town Administrator for Finance and Budget of Steven Venuti of Littleton as the Town Treasurer for the Town of Littleton. 6B. Report on Governor’s Cabinet Meeting - have TA schedule a meeting for Littleton delegation (Selectmen Knox & Wilkinson and the TA), with Director of Municipal Affairs Robert Nunes re: Town of Littleton's needs for infrastructure improvements, new public safety building, and school repairs, and items on the Board of Selectmen's FY 2009 goals 6C. Schedule Meeting with Light & Water Commissioners - vote to invite the Light & Water Board of Commissioners to attend either the August 11th or August 25th meeting of the Board of Selectmen to discuss water usage and the sale of water outside of Littleton. UPDATE: Selectmen and LWC to meet jointly during the month of September. 7A. Annual Appointments Process Update - vote to make the following appointments to the Council on Aging pursuant to §15-2 of the Town Code: Robert Stetson, Mary Kaye, and Barbara Kambfor three-year terms expiring June 30, 2011; Louise Curley, Mary Dugan, Norman Berry, and Mary Catalanotto for two-year terms expiring June 30, 2010; and Vilma Odiet, Rosemarie Dibacco, and George Sanders for one-year terms expiring June 30, 2009. - vote to appoint Peter Church, Kimberley Harriman, and David Outman to the Open Space Implementation Committee: 7B. Contract Study Group - vote to designate Selectman Jim Karr and Finance Committee member Ken Adam, and Personnel Committee chair Joe Gaffney as additional members of the Contract Study Group. 8A. Minutes Approval - vote to approve the minutes of June 23 and July 14, 2008. 9. Strategy with Respect to Non-Union Contract Negotiations - vote, pursuant to MGL C.39,§23B clause 3 to go into executive session for the purpose of conducting strategy for contract negotiations with non-union personnel and not to convene in open session thereafter [Roll call vote: 4-0]
