December 8, 2008 Board of Selectmen / Planning Board Joint Meeting - Summary 

1A. MassDevelopment - Transportation Planning Study - see PowerPoint presentation

1B. MOA between MassDevelopment and Town of Littleton - BOS voted to approve a letter agreement between the Town of Littleton and the Massachusetts Development Finance Agency ("MassDevelopment") to provide the Town with technical assistance for traffic and transportation analysis in connection with the Town’s Priority Development Sites, designated pursuant to MGL Chapter 43D.

2A. Zoning/Overlay District Cisco/IBM/Littleton Common - BOS voted to authorize the submission of a request to the Metropolitan Area Planning Council (MAPC) under the District Local Technical Assistance (DLTA) program for preparation and implementation of an overlay zoning district proposal for the area comprised of the Cisco Systems property, the IBM (National Development) site, and Littleton Common.

2B. Implementing Expedited Permitting - BOS voted, pursuant to 400 CMR 2.07 and MGL C.43D, as accepted by Article 5 of the November 5, 2007 Special Town Meeting, to adopt Expedited Permitting Procedures as Town Code Division II, Selectmen's Regulations, Chapter 180.

2C. Policy on Zoning Amendment Warrant Articles - BOS voted to adopt the following policy statement relative to zoning amendment warrant articles: "WHEREAS, MGL Chapter 40A, section 5 affords the Board of Selectmen up to fourteen (14) days to refer voter-petitioned zoning amendment warrant articles to the Planning Board; and WHEREAS, said section 5 further affords the Planning Board up to sixty-five (65) days thereafter to convene its public hearing on said zoning amendment proposals; and WHEREAS, both the Board of Selectmen and the Planning Board desire that an adequate amount of time be afforded to the Planning Board to formulate its recommendation to Town Meeting on all proposed zoning amendments; THEREFORE, it shall be the policy of the Board of Selectmen to require that voter-petitioned zoning amendment warrant articles shall be received by the Board of Selectmen no later than ninety (90) days prior to the date of a town meeting.

  • in the case of the Monday, May 4, 2009 Annual Town Meeting, this policy requires that voter-petitioned zoning amendments be submitted by Tuesday, February 3, 2009.

2D. Update review current projects and initiatives

1. Curtiss-Wright TIF Request - schedule the formal recommendation from the TIF Subcommittee, with figures from the Assessor for 151 Taylor Street.  

2. Fletcher Property - discussion scheduled for Planning Board's meeting on January 8, 2009.

3. The Farms at Littleton Common - schedule a future agenda item.
