December 15, 2008 Board of Selectmen Meeting Summary 

1. Read Mail/Sign Warrant

2A. Littleton High School Football - the Board of Selectmen extended its congratulations, on behalf of all of the citizens of the Town of Littleton, to the Littleton High School Football Team, and Coach Mike Lynn, on the team’s most successful season ever.

2B. Eagle Scout Certificate of Recognition Ian McDougall - the Board of Selectmen extended its congratulations and a certificate of recognition to Ian McDougall, 47 Orchard Drive, Littleton, upon the occasion of his having achieved the rank of Eagle Scout.

2C. December 11th Ice Storm Event - vote to ratify and confirm the declaration that an emergency exists in the Town of Littleton due to the severe winter storm beginning on December 11, 2008 and continuing, as declared by the Governor of the Commonwealth on December 12, 2008 and the President of the United States on December 13, 2008 [5-0 vote].

  • Town to pursue 75% FEMA reimbursement for eligible emergency measures taken to save lives and protect property and public health, including removal of storm debris from public property.
  • Review plans for shelters, and communication protocols during emergency events
  • Allow residents to dispose of storm debris at the Transfer Station brush/compost area at no cost until December 31, 2008. Normal brush dumping fees ($55 per pick-up truck load) will apply after that date. No contractors will be allowed to dispose of storm debris at the Transfer Station, however.

3. Public Input

4. Littleton Volunteer Corps - presentation on the Town of Littleton's medical reserve corps (MRC), organized under the Office of the Civilian Volunteer Medical Reserve Corps (OCVMRC)

5. Yapp Property Open Space - Appoint Subcommittee - vote to establish a subcommittee to develop a plan for acquisition from the heirs of George and Lucy Yapp the so-called "Lucy's Land"-- 53 acres of field and forest land off Newtown Road, with representation on said subcommittee from the Board of Selectmen, Conservation Commission, Planning Board, Park & Recreation Commission, Community Preservation Committee, Finance Committee, Open Space & Recreation Plan Implementation Committee, and the Littleton Conservation Trust. (5-0)

- vote to authorize the submission to the Community Preservation Committee of an Application for Eligibility for Community Preservation Act Open Space Funds in the amount estimated at $2-million for the acquisition of said property, with the actual amount to be based on an appraisal at a later date (5-0)

- vote to designate Selectman Jim Karr as the Board's representative to the Lucy's Land Subcommittee.

   

6. Historical Commission: 300 King Street - reschedule discussion for a future Selectmen's meeting.

  • On February 14, 2008, the Historical Commission voted unanimously “to erect a historic marker on the original site of the Tory House before being moved further west on King Street. It was at this original location that the volley was fired through the door at the Loyalist Rev. Rogers. The area is generally where the now demolished Park and Recreation building once stood. It is understood that this cannot go forward until the money is available in the new fiscal year. The exact location, the text, the size and the materials will be decided at a later date.”

7A. Budget Update: FY 2009 Status, FY 2010 Prognosis - joint meeting with the Finance Committee and School Committee scheduled for Tuesday, December 16, 2008 at 8 PM

  • for the current fiscal year-- FY 2009-- making preparations for potential 10% reduction in State Aid, which would amount to $99,000 or 1.5% of department budget appropriations; a 10% in School State Aid would amount to $328,560 or 2.2% of the School's appropriation.
  • for next year-- FY 2010-- with 10% decrease in State Aid projected, level funded Town budgets proposed.  

7B. Hiring Freeze Policy Proposal and Exception Requests - vote to adopt a hiring freeze policy as proposed by the Assistant Town Administrator for Finance and Budget and recommended by the Town Administrator, provided that the position can be sustained on level-funded budgets for FY 2010, said policy to become effective immediately (5-0).

  • vote to grant an exception to the hiring freeze policy for the filling of a Reserve Police Officer position (5-0);
  • vote to grant an exception to the hiring freeze policy for the filling of a permanent full-time Highway Laborer position, as part of a level funded budget for FY 2010 (5-0)

8A1. Annual License Renewals - vote to approve the annual renewal of licenses for alcoholic beverages, common victualers, automatic amusement devices, entertainment, and lodging house for calendar year 2009 the list of said licenses to be made a part hereof and to be amended as needed, subject to all satisfactory inspections.

8B. Board of Selectmen future meeting schedule -vote to schedule the following meetings for the months of January and February 2009:

  • Thursday, January 8, 2009 at 7 PM – attend the Planning Board’s meeting re: Fletcher property
  • Monday, January 12 and Monday, January 26, 2009 – regular BOS meetings
  • Tuesday, January 27, 2009 at 7:30 PM – joint meeting with the Finance Committee
  • Thursday, January 29, 2009 at 7 PM – joint meeting with the Planning Board and MassDevelopment re: transportation study
  • Monday, February 9 and Monday, February 23, 2009 – regular BOS meetings
  • Tuesday, February 24, 2009 at 7 PM – joint meeting with the Finance Committee and School Committee.
