October 6, 2008 Board of Selectmen Meeting Summary 

1. Read Mail/Sign Warrant

- Finance Committee's schedule of meetings for review of FY 2010 budget requests; applications still being invited for Selectmen's appointee to the Finance Committee, for appointment to be made at the Selectmen's regular meeting of Monday, October 27, 2008.

- ask for the Historical Commission's comments regarding the historical significance of the 300 King Street property.

- a proposed Code of Conduct for Town Board members to be presented for discussion at a future meeting of the Board of Selectmen; (see sample Town Board Handbook from the Town of Provincetown 

2. Charge for Sign By-law Review Committee - vote to adopt the following charge for the Sign By-law Review Committee established by the Board’s vote of July 14, 2008: “To conduct a general review of the Town of Littleton’s sign by-law [Town Code §§173-34 to 173-41]; to review sign by-laws in other towns; to meet with the Planning Board, Zoning Board of Appeals, Economic Development Steering Committee, zoning enforcement officer, and others as necessary, to craft recommendations that are consistent with the town character, ongoing planning efforts, and are practically enforceable; and to report back to the Board of Selectmen with a set of written recommendations by not later than February 1, 2009.”

4A. October 20, 2008 Special Town Meeting article recommendations - vote to recommend the following articles for the October 20, 2008 Special Town Meeting, and direct the preparation of motions to be moved and seconded by the Board of Selectmen for articles inserted by said board:

STM-3. New Police Station Construction -support [5-0]
STM-4. Voters’ Petition -Zoning Amendment: Rezone Certain Parcels to Business District - [Selectmen had voted [5-0] on 9/15/08 not to support]
STM-5. School Grant Funds - support [5-0]
STM-6. Shaker Lane School – Fire Alarm System - support $20,000 [5-0]
STM-7. Water Department Capital Improvements - support [5-0]
STM-8. Home Rule Petition – Pension Obligation Bonds - support [5-0]
STM-9. Adoption of Local Room Occupancy Excise Tax - support [5-0]
STM-10. Voters’ Petition - Zoning Amendment: Prohibit Granting of Use Variances - [no action]
STM-11. Increase Historical Commission Membership from Five to Seven Members - support [5-0]
