January 26, 2009 Board of Selectmen Meeting Summary 

1. Read Mail/Sign Warrant - letter from Mass. Emergency Management Association about briefing session to be held on 1/29/09 for Middlesex and Essex County communities, which now qualify for FEMA assistance for December 11-12, 2008 Ice Storm

2. Public Input - Littleton Housing Authority member Gino Frattalone proposed the idea that part of the Fletcher property be used for affordable housing for senior citizens, asking for a letter of introduction to the Fletchers. 

3. Police Chief: New Police Headquarters - Dedications - Chief of Police John M. Kelly introduced the idea that the Community Room and Emergency 911 Call Center in the new Littleton Police Headquarters at 500 Great Road be dedicated to particular individuals. The Board asked to review the policy adopted by the School Department for its buildings, and that a policy be proposed regarding the naming of rooms in Town buildings after individuals. 

4. Cemetery Commission Update - have the Town Administrator and Asst Admin for Finance & Budget work with the Cemetery Commissioners to help develop options for a multi-year plan for financial self-sufficiency for the Town Cemetery Department, looking at both expenses and revenues.  

5A. Bond Anticipation Notes Police Station Construction - vote to issue a Bond Anticipation Note in the amount of $6,285,000 dated February 2, 2009 at 1.5% interest payable at maturity to Eastern Bank on February 2, 2010; and to adopt the vote prescribed by bond counsel, a copy of which is attached hereto and made a part hereof.

5B. Budget Update - Last Friday, Governor Deval Patrick announced cuts to local aid totaling $128-million statewide in FY 2009 (or 9.74% of additional assistance and lottery combined), and a projected reduction of $375-million statewide off of original FY 2009 levels in FY 2010-- an approximately 30% cut. Actual Local Aid figures to be released by the Governor on January 28, 2009. A 9.74% cut for Littleton in FY 2009 would translate to $86,169, which could be offset by other local receipts received by the Town. 

5C. Report from MMA Annual Meeting - Selectmen Knox and Wilkinson, TA Bergman, and AAFB Holston attended the annual meeting of the Massachusetts Municipal Association in Boston. Among the topics discussed: DEP: Pay-As-You-Throw solid waste disposal; DOER: Green Communities Division; MMA Home Energy Savings Seminars.  

6A1. Donation of Services F.D. Training Systems, Inc. - vote to accept an offer from F.D. Training Services, Inc. of Granbury, Texas to donate training services to the Littleton Fire Department, the estimated value of which is $800.00.

6A2. St. Anne Parish - One-day Beer & Wine License - vote, pursuant to MGL C.138,§14 to issue special one-day beer and wine licenses to Saint Anne Parish, 75 King Street, Littleton, for an event to be held on Saturday, February 7, 2009 from 7 to 10 PM, with issuance subject to the applicant’s first obtaining host liquor liability insurance coverage.

6A3. Sign By-law Committee Deadline Extenion - vote to amend the Selectmen's vote of October 6, 2008 adopting a charge for the Sign By-law Review Committee, by amending from "February 1, 2009" to "July 1, 2009" the date said committee is to report back to the Board of Selectmen with a set of written recommendations.

6B. Minutes Approval - vote to approve the minutes of January 12, 2009 and January 16, 2009.
