February 23, 2009 Board of Selectmen Meeting Summary
- the Chairman announced the death of Highway Department employee John Malloy on Sunday, February 22, 2009 and called for a moment of silence.
1. Read Mail/Sign Warrant
- letter from Nashoba Valley Technical School District Representative Augustine "Whitey" Kish announcing his intention not to apply for reappointment, after 42 years of service
- letter from Minuteman Senior Services regarding the "March for Wheels" program inviting the Board of Selectmen to participate in delivery of meals on wheels.
2. Eagle Scout Recognition - the Board of Selectmen extended its congratulations and a certificate of recognition to Jonathan M. Toohill, 41 Stonefence Road, Lunenburg upon the occasion of his having achieved the rank of Eagle Scout.
3. Public Input - schedule a future agenda item to discuss previous reports on relocation of the commuter rail station, and whether to reactivate a study committee.
4. DEP Solid Waste – Pay As You Throw - presentation by the Massachusetts Department of Environmental Protection about a Pay-As-You-Throw solid waste disposal program; schedule future agenda time to review what costs and issues would be associated with implementing PAYT in Littleton.
5A. FY 2009 and FY 2010 Budget Update - updated budget figures presented would be balanced with level funded Town and School operating budgets for FY 2010. The Town's level-funded budget would reduce some hours for Accounting, Highway, regulatory offices, and the Library.
5B. FY 2010 Capital Plan - schedule an agenda item for March 9, 2009 meeting on whether to continue advertising for police vehicles, whether to acquire a Toyota Highlander SUV for the police chief, and to review requirements of the Green Communities Act "to purchase only fuel-efficient vehicles for municipal use whenever such vehicles are commercially available and practicable."
5C. Hiring Freeze Exemption Request - Temporary/Seasonal PRCE positions - vote to grant an exception to the hiring freeze policy for the filling of a temporary seasonal positions of the Park, Recreation and Community Education Department which are fully funded by user fees.
6A. May 4, 2009 Annual & Special Town Meeting warrants – insert articles - schedule discussion on March 9, 2009 on articles proposed for insertion on the May 4, 2009 Annual and Special Town Meeting warrant, including funding plan for Lucy's Land open space land acquisition, and administrative/organization by-law proposals.
6B. Policy Amendments: Use of Email, Acceptable Use Policy - vote to adopt amendments to the Information Technology Acceptable Use Policy and the Information Technology E-mail Policy, as prepared by Information Systems Manager Nancy Glencross.
7A1. Dedication of 2008 Annual Town Report - invite suggestions by March 9, 2009 for dedication of the 2008 Annual Town Report.
7A2. One-day Beer & Wine License - Indian Hill Music - vote, pursuant to MGL C.138,§14 to issue special one-day beer and wine licenses to Indian Hill Music, 36 King Street, Littleton, for an event to be held on Saturday, March 28, 2009 from 5:30 to 9:30 PM, with issuance subject to the applicant’s first obtaining host liquor liability insurance coverage.
7B. Minutes Approval - vote to approve the minutes of February 9, 2009.
