March 9, 2009 Board of Selectmen Meeting Summary 

1. Read Mail/Sign Warrant

2. Public Input

- Foster Street neighbors expressed concern about proposals to increase parking capacity at the Nordblom property adjacent to the Littleton commuter rail station; the Selectmen's March 16, 2009 meeting will have an agenda item at 8 PM on commuter rail station siting and parking issues, including a recap of prior station siting studies and reports.

3A. Schedule Discussion: Dedication of Rooms in New Police Station - vote, pursuant to its Policy on Naming Town Facilities adopted on February 9, 2009, to receive the request of Chief of Police John M. Kelly that the Community Room in the new Littleton Police Headquarters Building at 500 Great Road be named in honor of former Chief of Police Thomas W. O’Dea, the Emergency 9ll Call Center in said building in honor of former Dispatch Supervisor Shirley Krohn; and a flagpole donated by Mrs. Virginia Sprong for said property be dedicated the memory of her late husband, Mr. Harry Sprong;.and to schedule this matter for a vote at its meeting on March 16, 2009.

3B. Dedication of 2008 Annual Town Report - vote to dedicate the 2008 Annual Town Report to Walter Higgins (cemetery), John Malloy (highway, fire), and Phil Russell (planning board).

3C. Highway Debris Removal dates - vote to approve acceptance of storm debris at the Transfer Station during normal operating hours (Tuesdays and Thursdays from noon to 7 PM and Saturdays from 8 AM to 5 PM) beginning Tuesday, March 10, 2009 and ending Saturday, May 2, 2009. Residents may dispose of storm debris at no cost; normal fees shall apply to contractors.

4. School Building Committee Russell Street School Update - A PowerPoint presentation was made by DRA architects on the feasibility study for repairs to the Russell Street School. After reviewing several scenarios with its architect, DRA, for repairs to the Russell Street School, the School Building Committee has developed this preferred option for phased construction. A submission was made to the Massachusetts School Building Authority on Friday, March 6, 2009 to meet the deadline for the MSBA Board of Directors' meeting on Wednesday, March 25, 2009-- the last MSBA board meeting prior to Littleton's May 4, 2009 Town Meeting. The architects' total project cost is estimate is $15,289,321.  Of this, $11,836,871 is for construction. Read the Feasbility Study Report, including options reviewed.

- the Board scheduled an agenda item for 7 PM on Monday, March 16, 2009, on the matter of executing change orders for the architect, Drummey Rosane Anderson, Inc (DRA) and the owner's project manager, Daedalus Projects, Inc. for the design development phase for the Russell Street School repair project; Finance Committee and School Committee will be invited to the 3/16/09 BOS meeting.

5A. Open Space & Recreation Plan Update - vote to authorize submission to the Division of Conservation Services of a draft update of the Town of Littleton’s Open Space and Recreation Plan, as prepared by the Open Space & Recreation Plan Implementation Committee.

5B. Lucy’s Land open space land acquisition funding plan - the 53.6-acre property on Newtown Road is proposed to be acquired for open space and conservation purposes, using funding sources restricted to that purpose. A grant application is being submitted to the Division of Conservation Services for up to $500,000 under its LAND grant program. An application for Community Preservation open space funds has been submitted to the Littleton Community Preservation Committee. Cell tower revenues earmarked for open space land acquisition purposes would also be utilized.

6A. FY 2010 Capital Plan: Police; Fire; Highway -

- vote to authorize the purchase for $10,500 of the Police Chief's current 2005 police vehicle using FY 2009 police department operating budget funds.

- vote to authorize the TA and Chief of Police to prepare and issue a competitive bid specification for advertising on police cruisers under the original guidelines approved the Board of Selectmen when the program was instituted three years ago.

- vote to include the following projects in the May 5, 2009 Annual Town Meeting article to be appropriated inside the Proposition 2 1/2 levy limit:

  1. Police Cruiser leases - $54,000 to be expended by the Police Department: 3rd year (final) on 1 @ $13,500; 2nd year payment on 3 @ $13,500 each; 1st year payment to replace Ad cruiser @ $13,500.
  2. Police Office Trailer lease - $11,000 to be expended by the Police Department for the purpose of leasing an office trailer for the Police Department. Said payment will cover the final year’s payment of a three-year lease.
  3. Fire Command Vehicle lease -$6,000 to be expended by the Fire Department to lease a vehicle for Fire Department. Said payment will cover the third year’s payment of a five-year lease.
  4. Fire Major Equipment Repair -$16,000 to be expended by the Fire Department for the purpose of major equipment repairs and upkeep.
  5. Highway Bobcat Trailer Re-furbish - $2,000 – to be expended by the Highway Department to refurbish a 1999 small equipment trailer
  6. Highway 1 ton tool truck - $43,800 to be expended by the Highway Department for the purpose of purchasing a new 1 ton vehicle with plow as a replacement for an existing 1999 vehicle.
  7. Highway Major Equipment Repair - $15,000 to be expended by the Highway Department for the purpose of major equipment repairs and upkeep
  8. Highway Sidewalk Plow lease - $45,000 to be expended by the Highway Department for the purpose of paying the lease on the sidewalk plow. Said payment will cover the second year’s payment of a three-year lease.
  9. Shaker Lane Univents - $30,000 to be expended by the School Committee for the purpose of replacing univent HVAC units at the Shaker Lane School
  10. School Technology - $20,000 to be expended by the School Committee for the purpose of purchasing new and replacement computer systems with printers and accessories for various school departments.
  11. High School Custodial Equipment - $20,000 to be expended by the School Committee for the purpose of purchasing new and replacement custodial equipment for the High School
  12. Rooftop Units - $17,000 to be expended by the Board of Selectmen to replace the rooftop units located over the COA section of the Shattuck Street building
  13. COA Freezer Replacement $2,195 – to be expended by COA to replace a 1993 freezer unit.

The Board did not approve any projects proposed to be funded by capital exclusion ballot questions outside of the Proposition 2 1/2 levy limit.

6B. Green Communities Program requirements - the Board scheduled an agenda item for Monday, March 16, 2009 to consider whether or not to establish a study committee / subcommittee to advise the Board of Selectmen on whether Littleton should become certified under the state's Green Communities Program.  TA to draft a proposed charge and committee composition for the Board's consideration. 

7. May 4, 2009 Annual & Special Town Meeting warrant articles - the Board scheduled an agenda item for Monday, March 16, 2009 between 6 and 7 PM to insert articles onto the May 4, 2009 Annual and Special Town Meeting warrants; to be continued to 8 to 9 PM on Tuesday, March 17, 2009, if needed, following joint meeting with the Finance Committee.

7A. Town Organization proposals - the Board received proposals relative to Town organizational changes-- By-law Amendment: Finance & Budget By-law; By-law Amendment: Appointment of Employees in Town Administrator Departments; Home Rule Petition: Employment Contracts-- which will be discussed on March 16, 2009 when considering which articles to insert in the town meeting warrant.

8. Minutes Approval - vote to approve the minutes of February 23, 2009.
