June 15, 2009 Board of Selectmen Meeting Summary 

1. Read Mail/Sign Warrant

2. Public Input

3. School Building Committee - Russell Street School Repair Project - The Board of Selectmen voted as chief executive official and "eligible applicant" under 963 CMR 2.02, to accept the June 11, 2009 recommendation of the School Building Committee to authorize said Committee to approve procurements for the Russell Street School repair project in amounts less than $25,000 expenditures pursuant to MGL Chapter 30B, and less than $10,000 for expenditures under MGL Chapter 149; subject to the further approval of the chief procurement officer [5-0]

4. Lyme Disease - The Board heard a presentation on ticks and Lyme Disease.See Fact Sheet  The Board of Health will be holding a public forum on this topic on Thursday, June 25, 2009 at 7 PM.

5. Appointments
- the Board took no action tonight on further appointments, but will take up the matter at the Board's next regular meeting.

6A. Budget Update - The Administration held an informational session for Town employees on Monday afternoon, outlining a projected FY 2010 shortfall of $269,352 from FY 2010 budgeted levels. Next steps will be to meet with department managers to develop revised department budgets, with a target of 5%. A plan will be presented to the Selectmen for consideration on June 29, 2009.

6B. Yapp Conservation Land

- Selectmen voted to approve the Land Use and Management Plan for “The George and Lucy Yapp Conservation Land,” as drafted and revised by the Sudbury Valley Trustees, and as required by the Massachusetts Division of Conservation Services under its LAND grant program, as amend to striking the word "hunting" in 5b(7), and stating that uses shall comply with all Town by-laws, subject to approval as to form by Town Counsel. [5-0]

  • Note: hunting is currently prohibited under Town Code § 77-7. Hunting ["Hunting is not allowed on conservation land."]

- Selectmen voted to grant to the Sudbury Valley Trustees a conservation restriction on the parcel of land known as “The George and Lucy Yapp Conservation Land,” after said parcel is acquired by the Town. Said parcel of land is more particularly described in Article 6 of the Special Town Meeting held May 4, 2009. The aforesaid grant shall be subject to review of the Conservation Restriction by Town Counsel, counsel for the grantee Sudbury Valley Trustees and review and approval of the Conservation Restriction by the Massachusetts Executive Office of Environmental Affairs [5-0].

6C. Overlay District Update – June 17th Public Forum -
The “Littleton Common Overlay District Forum” will be on Wednesday, June 17, 2009 from 7 to 9 PM at the Littleton Middle School Cafeteria, hosted by the Planning Board and Board of Selectmen, and facilitated by the Metropolitan Area Planning Council. Read more. 

  • Need to confirm with Comcast whether they will be able to televise/ tape the forum for broadcast.

Board of Selectmen’s Summer 2009 Meeting Schedule - vote to schedule the following Board of Selectmen’s meetings for the dates indicated at 7 p.m. in Room 103 Shattuck Street Building: Monday, June 29, 2009; Monday, July 13, 2009; Monday, July 27, 2009; Monday, August 10, 2009; Monday, August 24, 2009.

7B. Minutes Approval - vote to approve the minutes of June 1, 2009.

8. Executive Session MGL C.39,§23B - The Board voted to convene in executive session pursuant to Clause 2 of MGL C.39,§23B, and not to convene in open session thereafter.
