August 10, 2009 Board of Selectmen Meeting Summary
1. Read Mail/Sign Warrant
2. Public Input
- Report from Selectman Joe Knox on the Lyme Disease presentation to the Town of Boxborough's Deer Population Study Committee on August 6, 2009 by Dr. Sam R. Telford of Tufts University's Department of Biomedical Sciences Infectious Diseases on the epidemiology of Lyme disease in general and the possible role that deer play.
3. Public Hearing: Board of Selectmen FY 2010 Goals - The Board of Selectmen voted to adoption goals for FY 2010 as follows:
Economic Development
- Littleton Common Overlay District Study - three sub-areas (A - existing Common area; B - IBM west to Beaver Brook Road, including Cisco; C - From east of Common to Powers Road).
- Identify needs and develop plans for infrastructure improvements
- Commuter rail and related issues
- Encourage and explore economic development that is a net benefit to the Town.
Town Services
- Roadway Improvement Plan implementation
- Revisit the comprehensive facilities plan, including future use of former police station at 20 Foster Street, Whitcomb Avenue Highway Barn
- Implementing Town Government Study Committee recommendations, including Facilities Manager; and to review other organizational structure issues raised in the past.
- Consideration of consolidation of services; regionalization
Environmental
- Transfer Station/Recycling
- Spectacle Pond Aquifer protection
- Green Initiatives
- Aggressively pursue the preservation of farmland and open space
Information/Communication
- Improve lines of communication with other local boards and committees, state officials, televise more town board meetings, increase volunteer participation
- Improve lines of communication with the business community
- Continue system-wide adoption of the Code of Conduct and Ethics
Regulatory Issues
- Sign By-law
- Review and clarify nuisance by-law, junk and debris
- Crematory
Fiscal Management
- Completion of labor negotiations which do not require overrides, significant cuts in services, or layoffs.
- Support alternative funding activities for projects such as the Track
Exercise budget restraint; develop multi-year fiscal projections to guide strategies for budgeting and collective bargaining; increase the senior citizen property tax work-off program
4. School Building Committee: Russell Street School Repair Project - vote to accept the August 10, 2009 recommendation of the School Building Committee and authorize execution of a contract change directive (CCD) in an amount not to exceed $120,683 to the contract for asbestos abatement and related work with RM Technologies of Lawrence, MA to install an upgraded moisture control system at the Russell Street Elementary School.
5. Town Board Appointments - vote, pursuant to Article 14 of the May 8, 2006 Annual Town Meeting, as amended, to make the following appointments to the Agricultural Commission: Julianne Lucas as a full member for a term expiring June 30, 2011; and Paula Robinson and Brett A. White as alternate members for terms expiring June 30, 2011.
6A. Schedule Public Hearing on Transfer Station Fees - vote to schedule a public hearing for Monday, August 24, 2009 at 7:30 PM on proposed amendments to the fee structure for use of the Town of Littleton Transfer Station. Option 1 would increase full price sticker from $290 to $305, but leave the senior sticker at $65. Option 2 would increase full price sticker to $300 and seniors to $70.
6B. Bulkeley Road Drainage Easement - vote, pursuant to MGL Chapter 79, and Chapter 83, section 1 to take a drainage easement upon a certain parcel of land currently owned by Jeffrey E. Chambers and Elizabeth L. Rearwin located on the easterly side of Bulkeley Road, Littleton, for public convenience and for the public health for the purpose of installing a drainage system on Bulkeley Road; and to adopt the order of taking as drafted by Town Counsel, which is made a part hereof by reference.
6C. Economic Development: I-495 @ Rt. 2 IT Corridor Meetings - Transportation issues on Thursday, August 13th. Meeting with Secretary Bialecki on Thursday, August 27th.
7A1. Indian Hill Music: One-day Beer & Wine licenses MGL C.138,§14 - vote, pursuant to MGL C.138,§14 to issue special one-day beer and wine licenses to Indian Hill Music, 36 King Street, Littleton, for events to be held at the following dates and times, with issuance subject to the applicant’s first obtaining host liquor liability insurance coverage: In 2009: Friday, September 25th from 6 to 10 PM; Saturday, October 17th from 5 to 8 PM; Saturday, November 7th from 6 to 10 PM. In 2010: Saturday, February 13th from 5 to 8 PM; Saturday, March 13th from 5 to 8 PM; Saturday, April 10th from 5 to 8 PM; and Saturday, May 8th from 6 to 11 PM.
