August 24, 2009 Board of Selectmen Meeting Summary

3. Public Hearing: Transfer Station Fees - vote to amend the fee structure for use of the Town of Littleton Transfer Station, effective October 1, 2009, by increasing the full-price sticker from $290 to $300, the 6-month sticker from $155 to $180, and senior stickers from $65 to $70 (shown as Option Two).
4A. Russell Street School Repair Project- General Contractor Bid Award - vote pursuant to Article 4 of the May 4, 2009 Special Town Meeting, and as chief executive official and "eligible applicant" under 963 CMR 2.02, to accept the August 24, 2009 recommendation of the School Building Committee and award a general contract in the amount of $6,721,900 with low bidder Colantonio, Inc. of Holliston, MA for base bid and alternates 1 and 2, for repairs to the Russell Street Elementary School; with execution of said contract subject to receipt of performance and payment bonds and certificates of insurance.

4B. MSBA Project Scope and Budget Agreement - vote as chief executive official and "eligible applicant" under 963 CMR 2.02, to execute an amended Project Scope and Budget Agreement with the Massachusetts School Building Authority (MSBA) for repairs to the Russell Street Elementary School.
5A. Public Safety Vehicle Advertising - vote, pursuant to Article 8, Item A of the May 4, 2009 Annual Town Meeting, to award a contract to Donelan’s Supermarkets, Inc., of Littleton, MA for public safety vehicle advertising for full sponsorship payments to the Town of Littleton of $13,500 in FY 2010, $13,500 in FY 2011, and $13,500 in FY 2012, for a total of $40,500.
5B. Littleton Common Overlay District Update - The Planning Board hosted a meeting on August 20, 2009 with MAPC's Mark Racicot to review draft zoning amendments for the Littleton Common Overlay District Study. The next joint meeting is Thursday, September 24, 2009. The Selectmen will have an agenda item on its meeting on Monday, September 21, 2009.
5C. Goal Implementation: Organizational Structure Issues - The Board of Selectmen voted, pursuant to its FY 2010 goal to implement the Town Government Study Committee recommendations and to review other organizational structure issues raised in the past, to have the Town Administrator, in conjunction with the Board of Selectmen, convene a meeting with representatives of the Conservation Commission, Zoning Board of Appeals, Board of Health, Planning Board, and the Building Commissioner, to explore reorganization options for the regulatory staff, including a proposal for a consolidated department of municipal inspections under MGL Chapter 43C, section 13. 5D. Hiring Freeze Exemption Request - ZBA AdminAsst- vote to grant an exception to the hiring freeze policy for the filling of a part-time Administrative Assistant for the Zoning Board of Appeals budgeted at 5.25 hours per week for FY 2010; and, further, that such approval be conditioned upon the execution of a Memorandum of Agreement between the Board of Selectmen and the Zoning Board of Appeals relative to the assignment of said hours to an existing part-time employee who shall be under the supervision of the Town Administrator or his designee.
6A1. Selectmen’s Agenda Fall 2009 - vote to schedule the following Board of Selectmen’s meetings for the dates indicated at 7 p.m. in Room 103 Shattuck Street Building: September 21 and 28; October 5 and 19; November 2 and 16; and December 7, 2009.
6A2. 2. Indian Hill Music – One-day Beer & Wine License - vote, pursuant to MGL C.138,§14 to issue a special one-day beer and wine license to Indian Hill Music, 36 King Street, Littleton, for an event to be held on Saturday, September 26, 2009 from 5 to 8 PM, with issuance subject to the applicant’s first obtaining host liquor liability insurance coverage.
