December 14, 2009 Board of Selectmen Meeting Summary

2. Public Input
- Schedule an agenda item for the Board's January 11, 2009 meeting on planning for the Town's 300th anniversary
3. Public Hearing: Class II License 677 and 679 Great Road from Richard DiNapoli d/b/a Advantage Automobile Investments, Inc - The Board voted, pursuant to MGL C.140,§§58-59, to approve the application of Richard DiNapoli d/b/a Advantage Automobile Investments, Inc. for a Class II license to buy, sell, exchange or assemble second hand motor vehicles or parts thereof at 677 and 679 Great Road, Littleton.
4. Cable Advisory Committee Update - The Board voted to approve the Cable Advisory Committee's request to establish a video archive of Board of Selectmen's meetings.
5A. Littleton Conservation Trust - Approval of Conservation Restriction - vote, pursuant to MGL C.184,§32, to approve a Conservation Restriction from Vera Cohen (Grantor) to the Littleton Conservation Trust (Grantee), for a 7.96-acre, more or less, parcel located at 4,5,and 6 Omega Way (also known as Omega Lane) and shown as Assessor Map U25, Parcels 1, 2, and 3.

Cobb Property – Open Space Purchase - vote to authorize the submission to the Community Preservation Committee of an Application for Eligibility for Community Preservation Act Open Space Funds in the amount of up to $400,000 towards the acquisition of the following Cobb property parcels: Assessors Map R3, Parcels 21, 22, and 23, comprising 9.99 acres abutting the Yapp Conservation Land; and Assessors Map R01, Parcel 15-9 comprised of 6.4 acres abutting Cobb’s Pond.
6A. Appointments - Agricultural Commission - vote, pursuant to Article 14 of the May 8, 2006 Annual Town Meeting, as amended, to make the following appointments to the Agricultural Commission: Paula Robinson as a full member (farmer) for a term expiring June 30, 2010; and Mary Beth McKenzie as an alternate member for a term expiring June 30, 2011.

6B. Policy on Appointments – Applications for Board, Department Designees - vote to clarify that the requirement for a completed application under the revised policy and procedure relative to Town Board appointments approved on January 28, 2008 and February 11, 2008 shall not apply to appointees who are representing town boards and departments as their designees [4-0].
7A. FY 2011 Budget Update - The Commonwealth's Bureau of Local Assessment has approved "new growth" figure for FY 2010 at an amount that would support level-funded budgets for FY 2011 at the adjusted FY 2010 levels-- rather than 5% cuts, as previously discussed. See budget update.
7B. Hiring Freeze Exemption Request: Police Dispatch - At Police Chief Kelly's request, the Selectmen tabled until its next regular meeting on January 11, 2009 the matter of whether to approve an exception to the hiring freeze policy for the filling of one (1) police dispatcher position.
7C. Council on Aging: Establish Gift Fund to Replace COA Van - The Selectmen voted, pursuant to MGL C.44,§53A, to establish a special gift fund account the proceeds of which shall be used without further appropriation by the Council on Aging for the replacement of the COA van; and to receive an anonymous gift of $1,000 for this purpose.
7D. Nagog Hill Orchard – 14-month lease extension - The Selectmen voted to execute an extension from January 5, 2010 to March 1, 2011 of the June 22, 2000 lease agreement with Nagog Fruiters, Inc. for the Morrison/Nagog Hill Orchard property, provided that, in lieu of rent, the Lessee shall continue to undertake maintenance and repairs of the premises and the buildings thereon at Lessee’s sole expense.
8A1. Annual License Renewals - The Selectmen voted to approve the annual renewal of licenses for alcoholic beverages, common victualers, automatic amusement devices, entertainment, Class II automotive, and lodging house for calendar year 2010 the list of said licenses to be made a part hereof, with the exception, until further investigation, of the Class II license for David McLaughlin, 25 King Street.
8A2. One day Beer & Wine License: Saint Anne Parish 1/24/2010 - vote, pursuant to MGL C.138,§14 to issue special one-day beer and wine licenses to Saint Anne Parish, 75 King Street, Littleton, for an event to be held on Sunday, January 24, 2010 from 2 to 4 PM, with issuance subject to the applicant’s first obtaining host liquor liability insurance coverage.
8A3. ZBA – Approval of Application Fee Increase - vote, pursuant to MGL C.40,§22F, to approve the following fee increases as adopted by the Zoning Board of Appeals on November 19, 2009: increase residential applications from $75 to $200 and increase commercial applications from $350 to $500.
8A4. Selectmen’s 2010 Meeting Schedule - The Board voted to schedule the following Board of Selectmen’s meetings for the dates indicated at 7 p.m. in Room 103 Shattuck Street Building: January 11 & 25, 2010; February 8 & 22, 2010; March 8 & 22, 2010; and April 12 & 26, 2010.
8B. Minutes Approval - The Board voted to approve the minutes of December 7, 2009.
