February 8, 2010 Board of Selectmen Meeting Summary
1. Read Mail/Sign Warrant
- Nashoba Valley Technical School District assessment increase of $109,194 announced for FY 2011. Enrollment increased by 9 students, to a total of 48 from Littleton.
- MassHighway Goldsmith Street project completion date has been extended through October 30, 2010 in recognition project scope changes requested by the Town, including water and full dept excavation and gravel.

3. Interview: LPD Communications Officer - The Board of Selectmen unanimously voted to appoint Michael Crory of Littleton to a position as a full-time Communications Officer for the Littleton Police Department.
- The Board also voted to grant a further exception to the hiring freeze policy for the filling of one (1) part-time police dispatcher position, subject to continued approval of the 911 grant. Schedule appointment of the part-time Communications Officer for Board's next regular meeting on February 22, 2010.
4. Fire Chief: Advanced Life Support (ALS) Update - The Littleton Board of Selectmen voted (1) to reject any and all bids received for Paramedic Intercept Services; (2) to continue the Town of Littleton’s involvement in the Central Middlesex Emergency Rescue Authority (CMERA) planning process for regional ALS (Advance Life Support) services through the end of the current agreement with Emerson Hospital expiring September 30, 2010; and (3) to approve the increase of ALS and BLS (Basic Life Support) fees from Medicare + 50% to Medicare + 200%, effective February 14, 2010.
5. May 3, 2010 Town Meeting – Set dates for Open/Close of Warrants - The Board voted to open the Monday, May 3, 2010 Annual and Special Town Meeting warrants on Tuesday, February 16, 2010 and to close them on Friday, March 19, 2010 at noon.
6A. FY 2011 Budget Update - The Town continues to propose a level-funded budget for FY 2011, based on a 10% reduction in state aid. While capital plan requests total $2,575,071, only $289,120 is being recommended inside the levy limit. No capital exclusions are proposed.
6B. Adoption of Updated Financial Policies - The Selectmen voted to receive a revised draft Financial Policy as unanimously recommended by the Finance Committee, including financial guidelines for management of Free Cash, the Stabilization Fund, and Debt Management; and for financial planning; and to schedule the adoption of said policy for the Board of Selectmen's next regular meeting on February 22, 2010.
6C. Cobb Open Space - vote to authorize the submission of a grant application to the Division of Conservation Services under its Land and Water Conservation Fund program for $400,000 towards the acquisition of the following Cobb property parcels: Assessors Map R3, Parcels 21, 22, and 23, comprising 9.99 acres abutting the Yapp Conservation Land; and Assessors Map R01, Parcel 15-9 comprised of 6.4 acres abutting Cobb’s Pond.
6D. Littleton Common Overlay District; Sewer Feasibility Study - MAPC's Executive Director has approved another 75 hours of MAPC staff time to assist the Town in completing the project zoning project for Littleton Common Areas A, B, and C. The Planning Board's next meeting on this topic is Thursday, February 11, 2010 at 8 PM. MAPC's Littleton Village Zoning report contained the recommendation to pursue a sewer feasibility study, and a draft scope of services for that project is being developed.
7. Planning Board: Quarry Task Force - The Board of Selectmen voted to establish a Quarry Task Force to be comprised of two members of the Planning Board; one member each from the Board of Selectmen, Board of Health, Conservation Commission, Zoning Board of Appeals, and Board of Water Commissioners; and two citizens at large; and to invite the Planning Board’s input in drafting a charge for said task force.
8A1. Track Feasibility Study - Schedule Update - The Board of Selectmen voted to schedule an update on the Track Feasibility Study for a special meeting on Monday, March 15, 2010, inviting recommendations from the Permanent Municipal Building Committee, the Littleton Track Organization, the School Committee, the Park and Recreation Commission, the Finance Committee, the Community Preservation Committee, and Highway Department on next steps.
8B. Minutes Approval - vote to approve the minutes of January 25, 2010.
