April 5, 2010 Board of Selectmen Meeting Summary
1. Read Mail/Sign Warrant
- Chapter 90 funds for road improvements - The Governor's office has anounced a Chapter 90 funding level for the Town of Littleton for FY 2011 of $285,847-- up from $276,948 in FY 2010.
- Support for LELWD's request to DOT for Water Main Replacement - The Board of Selectmen unanimously voted to support the Littleton Water Department's request to the Massachusetts Department of Transportation (DOT) to include water main infrastructure replacement in DOT's project for reconstruction of the bridge on Route 2A/110 (King Street) over I-495.
- Household Hazardous Waste Day @ Devens - Littleton residents can participate in the household hazardous waste day scheduled for Saturday, May 1, 2010 from 9 AM to 1 PM at Devens DPW, 99 Buena Vista Street
2. Fire Chief: Emergency Management Update - Fire Chief Steve Carter, as the Town's emergency management coordinator, reported on the Flood of 2010. Read updates. The Board of Selectmen also recognized the efforts the Littleton Fire Explorer Post during the recent flood event.

4. School Building Committee – Change Orders - The Board of Selectmen voted, pursuant to Article 4 of the May 4, 2009 Special Town Meeting, and as chief executive official and “eligible applicant” under 963 CMR 2.02, to accept the March 17, 2010 recommendation of the School Building Committee and approve Change Order #6 in the amount of $51,756 with Colantonio, Inc. of Holliston, MA for repairs to the Russell Street Elementary School.
5. Conservation Commission – Accept Gifts of Conservation Land - The Board voted, pursuant to MGL C.40,§8C, to approve the acquisition by the Conservation Commission for open space purposes of the following described parcels: Two (2) certain parcels of land shown as “PARCEL A” containing 5,758 sq. ft. and “PARCEL B” containing 3,326 sq. ft. on a plan of land entitled, “Lexington Place” Definitive Subdivision Amendment Littleton, Massachusetts 01460 Sheet 1 of 1, prepared by Joyce Halloran dated June 23, 2008, revised August 26, 2008, September 19, 2008, Scale 1” = 20’ prepared by Foresite Engineering and recorded with Middlesex South District Registry of Deeds in Book 2009, Plan 154.
6A. Hiring Freeze Exemption Request: Council on Aging Temporary MART Driver - The Board voted to grant an exception to the hiring freeze policy for the filling of a temporary part-time MART van driver position for the Council on Aging.
6B. Littleton Common Overlay District Study – April 8th Planning Board Hearing - The Planning Board holds its public hearings on the two proposed zoning amendments on Thursday, April 8, 2010, beginning at 8 PM. 7. May 3, 2010 Town Meeting Warrants - recommendations - The Board voted to recommend all articles for the May 3, 2010 Annual and Special Town Meetings except ATM-9, Track Design and Development, and direct the preparation of motions to be moved and seconded by the Board of Selectmen for said articles
- ATM Article 9, Track Design and Development will be discussed at the Board of Selectmen's special meeting on Monday, April 12, 2010 at 7 PM with the School Committee, Park and Recreation Commission, Permanent Municipal Building Committee, Finance Committee, Community Preservation Committee, and the Littleton Track Organization.
8. Minutes Approval - The Board voted to approve the minutes of March 15, 2010 and March 22, 2010.
9. Executive Session: Land Negotiations - The Board voted, pursuant to MGL C.39,§23B clause 6 to go into executive session to consider the purchase or value of real property, and not to convene in open session thereafter [Roll call vote: 4-0]
