April 26, 2010 Board of Selectmen Meeting Summary

1. Executive Session – Strategy with Respect to Litigation - The Board of Selectmen voted, pursuant to MGL C.39,§23B clause 3 to go into executive session to discuss strategy with respect to litigation and to convene in open session thereafter [Roll call vote: 4-0]

4. Establish Study Committee: Organization of Permitting Boards & Departments - The Board of Selectmen unanimously voted to establish a nine-member committee to study the organizational structure of the permitting boards and departments; to examine ways that the Town can continue to make improvements in customer service, while also meeting the needs of the boards individually and collectively; to evaluate duties and functions for coordination and accountability of staff; to examine models of organization in comparable area towns; and to amend the scope of this project based upon the committee's meetings; and to submit a report with its findings and recommendations thereon to the Board of Selectmen by not later than October 1, 2010; with said committee to be comprised of one representative each from the Board of Selectmen, Board of Health, Planning Board, Conservation Commission, Zoning Board of Appeals; and four citizens at-large.

5. FY 2011 Budget Update - The Board of Selectmen, Finance Committee, and School Committee are in full agreement on the proposed spending plan for FY 2011, which provides level-funded town operating budgets as well as a level funded school department appropriation. The overall budget increase of 2.98% can be attributed to higher debt service associated with the Police Station and Russell Street School renovations, as well as a 7.2% increases in employee health benefits.

Marlboro Drive – MGL C.40,§8C - Gift - The Board voted, pursuant to MGL C.40,§8C, to approve the acquisition by gift by the Conservation Commission for open space purposes of the following described parcels from Edwin S. Markham, the Estate of Peter R. Markham, and the Peter R. Markham Revocable Trust: numbered lots 5803 and 5804 as shown on a plan entitled “Map D of Long Lake, Town of Littleton, Middlesex County, Massachusetts”, duly recorded with Middlesex South District Registry of Deeds in Plan Book 362, Plan 29.

6B. 49 Crane Road – MGL C.61A – Right of First Refusal - The Board voted not to exercise the Town’s right of first refusal under MGL Chapter 61A, section 14 to acquire the property located at 49 Crane Road.

7A. Update: Schools, Park & Rec, BOS MOU re: recreational facilities - Discussions are ongoing between the School Committee, Park and Recreation Commission, and the Board of Selectmen about a proposed Memorundum of Understanding regarding shared responsibilities for recreational facilities, including provision of services by the Highway Department.

7B. Refer Zoning Amendment to Planning Board: Flood Insurance Rate Maps - The Board of Selectmen voted, pursuant to MGL C. 40A,§5, to refer to the Planning Board the following proposed zoning amendment: Flood Insurance Rate Maps and Flood Insurance Study

7C. May 3, 2010 Town MeetingAnnual Town Meeting commences on Monday, May 3, 2010 at 7 PM in the Charles Forbes Kaye Gymnasium, Littleton Middle School, 55 Russell StreetSpecial Town Meeting commences at 7:30 PM.

8A1. Speed Regulations for Taylor Street - The Board of Selectmen voted to adopt Special Speed Regulation No. 7898 for Taylor Street, Littleton, as requested by MassDOT and recommended by the Chief of Police and Highway Operations Manager.

7C1. STM-3 Cobb Open Space - The Board voted, pursuant to MGL C.39,§23B clause 6 to go into executive session to consider the purchase or value of real property, and not to reconvene in open session thereafter [Roll call vote: 4-0]
