May 10, 2010 Board of Selectmen Meeting Summary
1. Organization of Board of Selectmen - The Board of Selectmen voted (1) to elect Janet Wilkinson as Chairman of the Board of Selectmen for a term of one year, commencing immediately; (2) to elect James Karr as Vice-Chairman of the Board of Selectmen for a term of one year, commencing immediately; and (3) to elect Gregg Champney as Clerk of the Board of Selectmen for a term of one year, commencing immediately.

4. Veterans Agent: Memorial Day - The Board heard a report from Veterans Agent Allen McRae outlining the planned activities for this year’s Memorial Day Parade, on Monday, May 31, 2010.
5A. Library Trustees – Part-time employees - The Board of Selectmen voted to grant the request of the Library Trustees for an exception to the hiring freeze policy for the filling of one part-time library technician position at 12 hours per week and two part-time library pages each at 6 hours per week for FY 2011.
5B. Police Chief – Staffing plan - The Board voted to grant an exception to the hiring freeze policy for the filling of two (2) police officer positions. The Board also voted, pursuant to MGL C.44,§53A, to establish a special gift fund account the proceeds of which shall be used without further appropriation by the Police Chief for police academy expenses; and to accept an anonymous gift of $30,000 for this purpose. The Board also thanked the School Department for its commitment of $5,000 in FY 2011 to cover half of the $10,000 cost of the crossing guard.
6A. May 3, 2010 Town Meeting Recap - Littleton voters completed action on the May 3, 2010 Annual and Special Town Meeting warrants, approving FY 2011 operating and capital budgets, and zoning amendments for Littleton Village Common District (Area A) and Littleton Village Overlay District West - Beaver Brook Area (Area B).
6A1. Establish Littleton Common Sewer Feasibility Study Committee [STM-6] - The Board of Selectmen voted to establish a seven-member Littleton Common Sewer Feasibility Study Committee to work with consultants to identify needs and alternatives and to define the scope of the study funded by Article 6 of the May 3, 2010 Special Town Meeting; with said committee to be comprised of representatives from the Board of Selectmen, Board of Water Commissioners, Board of Health, and Planning Board; and three citizens at-large.
6B. Study Organization of Permitting Boards & Departments – Selectman Rep - The Board voted to appoint Selectman Alex McCurdy as the Board of Selectmen’s representative to the nine-member committee to study the organizational structure of the permitting boards and departments, established by the Board’s vote on April 26, 2010.
7A1. Schedule Upcoming Board of Selectmen meetings - The Board voted to schedule the following Board of Selectmen’s meetings for the dates indicated at 7 p.m. in Room 103 Shattuck Street Building: Tuesday, May 25, 2010 regular meeting; Monday, June 7, 2010 special meeting with Crematory Study Committee; June 14 & 28, 2010 regular meetings; July 12 & 26, 2010 regular meetings; and August 9 & 23, 2010 regular meetings.
7B. Minutes Approval - The Board voted to approve the minutes of April 12 and 26, 2010.
8. Executive Session: MGL C.39,§23B - The Board of Selectmen voted, pursuant to MGL C.39,§23B clauses 3 and 6 to go into executive session to consider the purchase or value of real property, and to discuss strategy with respect to collective bargaining, and not to convene in open session thereafter.
