June 7, 2010 Board of Selectmen Meeting Summary

1. Police Officer Interviews and Appointments - The Board of Selectmen voted, pursuant to MGL C.41,§97A, to appoint dispatchers Brian Casey and Michael Crory to positions as Patrol Officers with the Littleton Police Department, said appointments made in the order presented for the purposes of seniority, and to be contingent upon the successful completion of all appropriate medical exams and a Massachusetts sanctioned Police Academy.

  • The Board also voted to grant an exception to the hiring freeze policy for the filling of two (2) police dispatcher positions.

2A. Planning Board Notice of Vacancy - The Board of Selectmen voted, pursuant to MGL C.41,§11, to receive the notice thereunder given by the remaining members of the Planning Board of the vacancy on said board created by the resignation of member Gregg Champney effective July 1, 2010; and further, to give notice to said remaining members that the Board of Selectmen shall convene a joint meeting with the intent to fill said vacancy through the May 2011 Annual Town Election by joint appointment to be made on Monday, June 21, 2010 at 7:00 PM; and, further, to invite qualified registered voters of the Town of Littleton to apply for said appointment and to be interviewed at said joint meeting.

2B1. Agricultural Commission Appointments - The Board voted to rescind its vote of May 25, 2010 and make the following three appointments to full member positions on the Agricultural Commission for three-year terms beginning July 1, 2010 and ending June 30, 2013: Jamie Cruz (farmer), Paula Robinson (farmer); and John H. Mitchell (non-farmer).

2B2, Annual Town Board Appointments. The Board of Selectmen further voted to appoint the following individuals to the boards so indicated each for a three-year term expiring June 30, 2013 [unless otherwise indicated]:

  • Historical Commission - John Leger and Donna White
  • Permanent Municipal Building Committee - Ron Catella (2015), Bill Cole (2015), and Chuck DeCoste (School Committee member, term expiring 2013)
  • Personnel Board - Don Smith
  • Zoning Board of Appeals full members - Sherrill Gould, Bill Farnsworth, and Cheryl Cowley Holinger
  • Zoning Board of Appeals alternate members - Rod Stewart, Marc Saucier, Alan Bell.

2C. Littleton Common Sewer Feasibility Study Committee - The Board voted to make appointments to the Littleton Common Sewer Feasibility Study Committee established on May 10, 2010 as follows: Selectman Jim Karr for the Board of Selectmen, LELWD General Manager Savas Danos for the Board of Water Commissioners, Ted Doucette for the Board of Health, Richard Crowley for the Planning Board; and three citizens at-large: Megan D. Ford, Donald MacIver and Bob Zimmerman.  

2D. MART Advisory Board representative - The Board of Selectmen voted to appoint Town Administrator Keith Bergman to serve as the Town of Littleton’s designated representative on the MART Advisory Board for a term of July 1, 2010 through June, 30, 2011, and to so notify the Montachusett Regional Transit Authority.

2E. Town Clerk: Update - New Open Meeting Law effective July 1, 2010 - The Town Clerk has scheduled a presentation on the new Open Meeting Law for Tuesday, June 29, 2010 at 7 PM.  Read more.

3. Crematory Study Committee – Report and Presentation - The Crematory Study Committee reviewed its report and presentation with the Board of Selectmen. Read more. 

  • The Crematory Study Committee reported its recommendation (7 in favor, 2 opposed) that the Board of Selectmen move ahead with a limited feasibility study through a Request for Proposals (RFP) let by the Crematory Study Committee, the scope of which would include environmental, health, and financial information. The feasibility study would be followed by a non-binding referendum question.
  • The Board of Selectmen voted to instruct the Crematory Study Committee to prepare a draft scope of work for a feasibility study and report back to the Board of Selectmen on July 26, 2010 [5-0]    

4. Minutes - The Board voted to approve the minutes of May 25, 2010.
