Littleton Common Sewer Feasibility Study Committee

On May 10, 2010, the Board of Selectmen voted to establish a seven-member Littleton Common Sewer Feasibility Study Committee to work with consultants to identify needs and alternatives, and to define the scope of the study, which was funded by Article 6 of the May 3, 2010 Special Town Meeting; with said committee to be comprised of representatives from the Board of Selectmen, Board of Water Commissioners, Board of Health, and Planning Board; and three citizens at-large. UPDATE: On July 12, 2010, the Board Board of Selectmen voted to increase from 7 to 9 the membership on this study committee, and to invite applications to fill two (2) additional citizen at-large members

Funding a sewer feasibility study for Littleton Common was one of the recommendations made by the Metropolitan Area Planning Council (MAPC) in the January 2010 report it issued in connection with the Littleton Common Overlay District Study that's been underway for more than a year. The zoning amendments approved by the May 3, 2010 Special Town Meeting indicate what uses the Town wants to see. The sewer feasibility study can then help us to identify what infrastructure improvements we’ll need to help bring that vision about. MAPC’s report said, “As part of planning for the zoning bylaw revisions, Littleton has defined the land uses it desires in the three Village areas. Defining the land use controls is the preliminary step needed before undertaking a sewer feasibility study. The Board of Selectmen could appoint a Committee to work with consultants to identify needs and alternatives and to define the scope of the study.”

 

The proposed study area is Littleton Common. The May 3, 2010 Special Town Meeting adopted Zoning Amendments for Littleton Village Common District (Area A) and Littleton Village Overlay District West-Beaver Brook Area (Area B).

Project Scope. The scope of this preliminary analysis would include estimating current and future capacity needs; estimating sizing needs for leaching area and treatment system; identifying feasible disposal sites; summarizing potential types of systems, based upon pollutant removal requirements or needs; analyzing permitting options (such as a public sewer versus a privately-owned package treatment plant); and estimating approximate costs for design, construction, permitting, and operation & maintenance.
