Russell Street School Repairs. Town voters have approved a $500,000 debt exclusion to fund a feasibility/design study for needed repairs for the Russell Street School. The electrical, mechanical, heating, and many other building systems are more than 40 years old and past the end of their useful life. The building does not meet current accessibility standards. This is the first step in the process which may lead to the Massachusetts School Building Authority (MSBA) awarding 50% funding for this project. Out of over 400 Statements Of Interest (SOI) submitted by school districts across the state, the MSBA has selected Littleton’s Russell Street School as one of only 27 it is inviting for further consideration at this time. This is not an approval; it is only the beginning of the Town’s collaboration with MSBA on this project. Under MSBA’s rules, costs incurred in excess of any grant approved by the State would be the sole responsibility of the Town. As such, we need to know up front what those costs are going to be by undertaking this exhaustive feasibility study.

Owners Project Manager. On October 22, 2008, the Board of Selectmen unanimously voted to accept the recommendation of the School Building Committee to select Daedalus Projects, Inc., of Boston, Massachusetts as Owner’s Project Manager (OPM) for the Russell Street School Repair project, and, further, to vote, as chief executive official and "eligible applicant" under 963 CMR 2.02, to certify to the Massachusetts School Building Authority (MSBA) that a qualifications-based selection process was used, to recommend the selected respondent as the Owner’s Project Manager, and to seek MSBA’s approval of the Owner’s Project Manager.

School Building Committee. On June 23, 2008, the Board of Selectmen voted, as chief executive official and “eligible applicant” under 963 CMR 2.02, to formulate a School Building Committee for the Russell Street School building project comprised of the following voting members: all members of the Permanent Municipal Building Committee, the Superintendent of Schools, the Russell Street School Principal, the School Business Manager, a member of the Finance Committee, and the Town Administrator; with the formulation of said committee to be subject to approval by the Massachusetts School Building Authority.

Russell Street School Feasibility/Design

Approved unanimously by the May 5, 2008 Special Town Meeting Article 6. VOTED that the Town appropriate the sum of Five Hundred Thousand ($500,000) Dollars for the development of plans and specifications related to the making of repairs to the Russell Street School, located at 55 Russell Street, Littleton, Massachusetts, said sum to be expended under the direction of the School Building Committee, and to meet said appropriation authorize the Treasurer, with the approval of the Selectmen, to borrow said sum under M.G.L. Chapter 44, or any other enabling authority, provided that the Town acknowledges that the Massachusetts School Building Authority’s (“MSBA”) grant program is a non-entitlement, discretionary program based on need, as determined by the MSBA, and any costs the Town incurs in excess of any grant approved by and received from the MSBA shall be the sole responsibility of the Town, and further provided that the appropriation hereunder shall be subject to and contingent upon an affirmative vote of the Town to exempt the amounts required for the payment of interest and principal on said borrowing from the limitations on taxes imposed by M.G.L. 59, Section 21C (Proposition 2½), and further provided that the amount of borrowing authorized pursuant to this motion shall be reduced by any amounts received or expected to be received from the MSBA.
