Board of Selectmen FY 2011 Goals

The Littleton Board of Selectmen conducted a public hearing on August 23, 2010 to adopt goals for FY 2011, as set forth in the public hearing notice posted at the Town website, as amended. On September 13, 2010, the Board voted to adopt the following statements of those goals:

1. Economic Development
1A. Continue to encourage and explore Economic Development in designated areas, including Littleton Common Area C east to Powers Road,
1B. Identify needs and develop plans for infrastructure improvements in Littleton Common Areas A, B, and C, including monitoring and encouraging the sewer feasibility study, parking, walkways, lighting, etc.
1C. Encourage use and development in the Foster Street and Taylor Street areas, including linkage to commuter rail station improvements, parking, traffic, shuttle routes
1D. Encourage and explore economic development that is a net benefit to the Town, including the development of the Cisco Property and encouraging small shops and restaurants to locate in town
2. Town Services
2A. Update the Roadway Improvement Plan, including review of timelines, priorities, funding strategies, and engineering updates
2B. Develop two 10-year infrastructure plans: one for maintenance, the other for new development. Maintenance plans could include the Town Hall, Fire Station, the track, etc. The new development plan could include the library, recreation department, COA, etc.
2C. Undertake a crematory feasibility study to complete the work of the study committee
2D. Complete subsurface disposal for the Town-owned properties at 20 Foster Street and 4 Rogers Street
3. Organizational
3A. Create a plan to develop a Department of Public Works to manage and maintain all of Littleton’s facilities, incorporating the functions of facilities management, buildings and grounds, cemetery, highway, and engineering.
3B. Continue to implement recommendations from the Town Government Study Committee Report; including further consolidation of the permitting boards and departments
4.Fiscal Management
4A. Exercise budget restraint, with better understanding of town’s revenues and expenditures, to create a ten-year fiscal plan.
4B. Update the five-year capital improvements plan, reflecting priorities of the Selectmen, School Committee, and Finance Committee
5.Environmental
5A. Create a Review Committee for Chapter 61 (Forestry), Chapter 61A (Agricultural) and Chapter 61B (Recreational).
5B.Explore grant funding opportunities to preserve prime agricultural soils along Littleton Common Area C
5C. Pursue acquisition of open space and farmland property, including the Cobb conservation properties.
5D. Examine funding sources for open space acquisitions, including future use of cell tower revenues
5E. Work with the MBTA to develop a pocket park at the old depot railroad station
6.Regulatory Issues
6A. Complete proposal to make the sign by-law a general by-law without grandfathered protections under zoning.
6B. Monitor and encourage the Quarry Committee’s development of a quarry closure plan with Aggregate Industries
6C. Historic Preservation
6D. Review approach to nuisance/junk with the Board of Health
7. Information/ Communication
7A. Improve lines of communication and information-sharing with other Town boards to make sure that we work in concert on behalf of Littleton
7B. Improve lines of communication with the business community and our state and federal legislators
8. Town Boards
8A. Commence the work of the Littleton Tercentennial Celebration Committee for 2014
8B. Update the Code of Conduct and Ethics adopted by the Selectmen in 2008
