Notice of public meeting as required by M.G.L. Chpt.30A §18-28

Public meetings may be broadcast live, streamed live, or recorded for later playback on LCTV and/or the Internet. PARTICIPANTS/ATTENDEES ARE REMINDED THAT BY JOINING THIS MEETING THAT YOU CONSENT TO YOUR LIKENESS AND AUDIO BEING USED AND REBROADCAST BY LCTV. If attending virtually, please identify your screen name with your full name. This is to protect the integrity of the meeting. Attendees of all public meetings should be aware of Massachusetts Recording Law M.G.L. Ch. 20A §20 (f)* if they are personally considering recording any part of a meeting or a meeting in its entirety. The listings of matters are those reasonably anticipated by the Chair 48 hours before said meeting, which may be discussed at the meeting.  Not all items listed may be discussed.  Items may be taken out of order and differ from those listed below.  Other items not listed may also be brought up for discussion to the extent permitted by law.

Ch. 30A, § 21 (a)(1) To discuss the reputation, character, physical condition or mental health, rather than professional competence, of an individual, or to discuss the discipline or dismissal of, or complaints or charges brought against, a public officer, employee, staff member or individual.  (Police Department and Fire Department)

A.    Human Resources – Vote, per the recommendation of the Personnel Advisory Committee, to approve a job description for a Building Custodian, and establish the Building Custodian position on Grade 4 of Compensation Plan Schedule A, Permanent Full and Part-Time Employees

B.    Human Resources - Vote, per the recommendation of the Personnel Advisory Committee, to approve a revised job description for a Seasonal Laborer - Cemetery, and establish the Seasonal Laborer – Cemetery position on Grade 4 of Compensation Plan Schedule B-2, Temporary/Seasonal Employees

C.    Human Resources – Vote to appoint Francis Dagle as Health Director, at Grade 16, Step 6 

D.    Department of Public Works – Vote to execute an Order of Taking for easements on Foster Street in accordance with the authority vested in it under Article 15 of the November 1, 2023 Special Town Meeting

E.    Department of Public Works – Vote to award a contract to Tighe and Bond for landfill environmental monitoring and reporting services

7:15 PM    4.    Public Input/Members’ Updates

Public Input will last for 10 minutes, and speakers are allowed to speak for no longer than 2 minutes.  Speakers addressing the Select Board are required to do so from the podium and provide name and address for the record, and all comments must be made through the Chair.

A.    Town Administrator – Sustainable Energy Discussion with Todd Bard of Lee Energy

B.    Town Administrator – Discussion with Dan Gray, General Manager at Patriot Beverage, LLC, regarding $20,000 Host Community Agreement payment 

C.    Select Board – Discussion regarding Select Board stipends (Rambacher)

D.    Town Administrator - Vote to appoint Jonathan Vance to the Economic Development Committee 

E.    Town Administrator – Vote to amend the 2024 Entertainment License for 4 Jaxe to add two video games

F.    Town Administrator - Vote to open the May 7, 2024 Annual Town Meeting Warrant 

G.    Select Board - Approve and sign the Warrant for March 5, 2024 Presidential Primary

9:00 PM    6.    Minutes

A.    Approve the minutes of the Joint Select Board/Finance Committee meetings on January 23rd and 29th, 2024; And, January 22, 2024 Select Board meeting Minutes
